The problem in your own words is more useful to us than a feature list. We'd rather understand what's going wrong than be handed a solution to price.

Who uses it, roughly how many of them, and how comfortable they are with software. This changes the design more than almost anything else.
Where it has to run
Devices, connectivity, and any existing systems it has to work alongside. Tell us early if it needs to keep working on a bad connection.
